Speaker & Moderator Bios

Richard Rosenthal

Richard Rosenthal joined SFS as CEO and President in December 2025. He leads all aspects of the Bank’s operations, including its Utah headquarters and nationwide programs, and serves on the Board of Directors. He brings more than 17 years of experience advising banks and fintech companies on regulatory strategy, risk management, and business transformation. Prior to joining SFS, Richard served as a Principal at Deloitte, where he led banking, digital asset, and transformation initiatives for global financial institutions. He holds an MBA from NYU Stern and a BA in Political Science from Dickinson College.

Richard Rosenthal has served as CEO and President of SFS since December 2025, leading all bank operations and serving on its Board of Directors. Ally Rae (McCloskey) Lombard

Ally Rae (McCloskey) Lombard is a Partner on the Go-To-Market Network team at Andreessen Horowitz (a16z), where she supports early-stage financial services companies in scaling distribution and building strategic partnerships across the fintech ecosystem. She works closely with founders to navigate the complexities of financial services and accelerate go-to-market execution.

A former President of Wharton FinTech, Ally also hosted the inaugural Wharton FinTech Conference, helping establish one of the school’s flagship platforms connecting founders, investors, and operators shaping the future of financial services.

Patrick T. Harker

Patrick T. Harker is the Rowan Distinguished Professor at The Wharton School, where he teaches financial services management and conducts research on fraud detection in payment networks and AI in financial services. He previously served as President and CEO of the Federal Reserve Bank of Philadelphia (2015–2025), President of the University of Delaware, and Dean of the Wharton School. He was named a White House Fellow by President George H.W. Bush, serving as Special Assistant to the FBI Director, and was named as a Fellow of the Institute for Operations Research and the Management Sciences (INFORMS) and Charter Fellow of the National Academy of Inventors.

Ryan Louvar

Ryan Louvar has over 25 years of legal and business experience with specific focus on ETFs, innovative products and digital assets. Mr. Louvar currently serves as WisdomTree’s Chief Legal Officer and Head of Business and Legal Affairs, Digital Assets. This business unit expands well beyond the firm's existing ETF business by leveraging blockchain, crypto, DeFi, and tokenization technology in seeking to deliver new products and services.

Mr. Louvar previously served as General Counsel of WisdomTree Asset Management, Inc. from 2013-2021 focused on WisdomTree’s $45 billion US ETF business. Prior to joining WisdomTree, Mr. Louvar was a Vice President and Senior Managing Counsel at State Street from 2005-2013, where he served as the Chief Legal Officer, Secretary, Anti-Money Laundering (AML) Officer and Code of Ethics Compliance Officer for the SPDR family of ETFs. Mr. Louvar received an LL.M. in Banking and Financial Law from Boston University, a J.D. degree from Pepperdine University School of Law and a B.S. in Finance, cum laude, from the University of Colorado.

Richard Weber

Richard Weber is a partner and Chair of Financial Services Investigations and Enforcement Practice in the Litigation Practice Group in Haynes Boone’s New York office, where he brings an exceptional breadth of experience from the highest levels of federal, state and local government, as well as leadership roles in global financial institutions. Widely recognized as a national authority on financial crimes, Richard advises clients on complex enforcement, compliance and regulatory matters across banking, insurance, digital assets, cyber, tax and anti-money laundering (AML). Most recently, Richard was a partner at Winston & Strawn LLP.

Richard previously served as General Counsel of the New York State Department of Financial Services (DFS), where he oversaw all legal and compliance functions for the agency regulating more than 3,000 financial institutions. In that role, he led major supervisory and enforcement initiatives involving AML, sanctions, cybersecurity, digital assets and financial fraud. He also held key leadership positions at DFS, including Chair of the Monitor Selection Committee, Chair of the Audit Committee and member of critical innovation-focused groups such as the Virtual Currency Licensing, Risk and Regulator of the Future committees.

Ian P. Moloney

Ian P. Moloney is Chief Policy Officer for the American Fintech Council (AFC) leading the association’s policy strategy across the fintech ecosystem. Prior to AFC, Ian was Head of Policy and Regulatory Affairs at Cross River where he was responsible for leading the bank’s regulatory strategy, focusing on fintech and traditional banking regulations, and representing the bank as a regulatory expert to direct Cross River’s public policy objectives and positions to engage effectively with key federal and state regulators and policymakers. Ian was also previously with the U.S. Government Accountability Office (GAO) in Washington D.C. as a Senior Analyst of Financial Markets & Community Investment, where he worked on fintech, small business lending, and digital identity issues. He has been involved in the fintech space since 2017 and has published multiple reports on fintech topics, both domestically and internationally. Ian has written on fintech issues for American Banker, the Federation of American Scientists, Cambridge Centre for Alternative Finance, and the United Nations.

Ian holds a Bachelor’s degree in Political Science, History, and Philosophy with an Ethics Minor from Central Michigan University. Ian also has an MBA from Johns Hopkins University.

Andrew Gallucci

Andrew Gallucci is the Director for Regulatory Strategy at Circle where he supports the development and implementation of emerging global prudential, anti-money laundering, and other standards around digital assets. Prior to Circle, Andrew led the U.S. Treasury Department’s development of policies on illicit finance, cross-border payments, and financial access in Africa and the Middle East, including on issues related to virtual assets and financial technology. Andrew previously served in various foreign policy capacities across the U.S. government, including doing overseas tours in the Middle East and Europe.

Anton Katz

Anton Katz is the Co-founder and CEO of Talos, the premier provider of institutional digital asset technology and data for trading and portfolio management. Based in New York, Anton is responsible for leading the firm’s strategic initiatives around the world. Talos, now a unicorn, has developed a platform that applies the standards of traditional finance to the digital asset markets and is becoming the primary infrastructure used by institutions active in digital assets, from large asset managers and hedge funds to global banks and neobanks. Prior to co-founding Talos, Anton served as Head of Trading Technology for AQR Capital Management, one of the world’s most prominent quantitative investment firms. Prior to that, he spent six years at Broadway Technology, most recently serving as Director of Software, where he led trading technology development projects for leading banks, asset managers and vendors. He began his technology career at Microsoft. 

Armaan Sinha

Armaan Sinha is an Executive Director, Kinexys - Business Development Executive at JP Morgan & Co, bringing expertise in financial services and strategic business growth. His background encompasses a deep understanding of corporate banking and payment solutions, cultivated through diverse roles within the financial sector.

Armaan's career reflects a strong focus on business development and client relationship management. They have held positions of increasing responsibility, including Global Vice President, Kinexys Digital Payments Head of Corporate Business Development, where he focused on driving strategic initiatives and expanding market reach. His experience also includes serving as Vice President, Corporate Banking - International Banker, contributing to the bank's commercial lending activities and providing financial solutions to corporate clients.

Armaan holds a B.E(hons) from Birla Institute of Technology and Science, Pilani, demonstrating applied engineering principles in financial solutions.

Nisa Amoils

Nisa has been investing in fintech/Blockchain and has been an early stage investor for the past decade. She was named one of Business Insider’s Women VC’s to watch and top 100 Women in Fintech, and top 50 global Blockchain thinkers. She is a securities lawyer and on the Boards of several institutions including Wharton Entrepreneurship and Girls Who Invest. She contributes for Forbes and Hosts the Coinscrum Markets show.

Prior to investing, she was an entrepreneur and spent many years in business development And strategy at companies like Time Warner, NBC Universal and Anderson Kill.  She holds a business degree from the University of Michigan and a law degree from the University of Pennsylvania. She is Finra-licensed.

Apoorv Saxena

Apoorv Saxena is Co-founder and Chief Executive Officer of Obin AI, based in San Francisco. Obin AI is building AI agents for the financial services industry. 

Prior to Obin AI, Apoorv was a Managing Director and Chief Data Scientist at Silver Lake. In previous roles, he was the Global Head of Artificial Intelligence and Machine Learning Services at JPMorgan Chase & Co.; Product & Business Lead for multiple AI products at Google Cloud AI; and the Co-Founder of AI Frontiers, the leading Applied AI conference in the Bay Area. Apoorv also worked at McKinsey & Co. and Alcatel-Lucent, where he focused on delivering impact across strategy, operations, design and build, and sales and marketing for clients in the financial & tech industry.

Apoorv has a B.Tech. from Indian Institute of Technology, Mumbai; an M.S. in Electrical and Computer Engineering from Purdue University; and an M.B.A., Major in Finance and Entrepreneurial Management from the Wharton School of the University of Pennsylvania. 

Apoorv currently resides in the Bay Area with his wife and two children.

Rabih Ramadi

Rabih Ramadi is the Co-founder and CEO of Avantos. Previously, he was a Founding Member and Chief Revenue Officer at Unqork, where he played a key role in the company's growth and market strategy. Before his time at Unqork, Rabih served as Senior Partner and Head of Capital Markets at KPMG, bringing deep expertise in financial services and market leadership.

Cristobal De Atucha

Cristobal is a Principal on the investments team at FinTech Collective covering Latin America.

Prior to joining FinTech Collective, Cristobal worked in the Business Development team of Rappi Pay Colombia. Previously, he worked at J.P. Morgan in the Latin America Investment Banking Division where he focused on mergers and acquisitions and capital markets across a wide range of industries. He started his career working at Citibank in the Latin America Credit Risk team based in Buenos Aires.

Cristobal earned his MBA from the Wharton School and a Master of Arts in International Studies from the Lauder Institute at the University of Pennsylvania. An Argentinean citizen, he is fluent in Spanish, English and Portuguese.

John Taylor Garner

As the Founder & CEO of Odynn, John Taylor Garner is on a mission to revolutionize the loyalty and awards industry by using machine learning to help financial institutions, fintechs, banks and travel techs turbocharge their loyalty programs by helping end users earn and redeem their points and miles, without spending more. With over 11 years of experience in fintech, portfolio management, and derivatives trading, John Taylor Garner has the skills and insights to create and scale products that deliver value to both businesses and individuals.
 
John Taylor Garner founded his first startup Card Curator in 2018. After attending the Wharton School, where he was the CFO & Head of Internships and Entrepreneurship for the Wharton Fintech Club, he founded Odynn in 2022. Since then, he has built a global team and a suite of products that have been featured in Bloomberg, WIRED, CNN, U.S. News & World Report, and more. John Taylor Garner is also a Fintech Founder Fellow at On Deck, a community of ambitious entrepreneurs. He is driven by a love for travel, a passion for innovation, and a commitment to customer satisfaction.

Brian Keil

Brian is a seasoned venture capitalist with over 20 years of investing experience across a range of industries. Before joining Chestnut Street Ventures, Brian was the Managing Director for New York Ventures, the venture capital arm of the State of New York. Prior to that, he was VP of Strategy & Corporate Development at Arbitron (now Nielsen Audio) and a Managing Director at the Peacock Fund, the venture capital arm of NBC Universal. Before joining the Peacock Fund, Brian worked at GE Capital and Bain & Co. Brian holds an MBA in Finance from The Wharton School and a BS in Industrial Engineering from The University of Southern California

Alejandro Isaac Safdie

Alejandro Safdie joined Quona Capital in 2023 as an Investment Associate focused on Latin America, and was promoted to Vice President in 2025. He is focused on deal sourcing, evaluating and diligencing investment opportunities, and supporting portfolio companies as they scale up their businesses.

Prior to Quona, Alejandro spent his entire professional career in the Fintech space. He was involved in the operations and product management of both start-ups and scale-ups. He started his career as employee number 1 of the first asset-backed digital lender in Argentina—building the product from scratch alongside the founders—and then transitioned into implementing a digital lending-as-a-service solution in major banks in Argentina and Mexico, and professionalized product strategy and implementation at a major regional crypto exchange in Latin America.

Alejandro holds an MBA from The Wharton School and an M.A. in International Studies from The Lauder Institute (both part of the University of Pennsylvania), as well as a Magna Cum Laude Bachelors of Science in Economics from the University of Buenos Aires in Argentina.

Haley Coller

Haley Coller is a venture professional with investment experience across fintech, supply chain and logistics, and the future of work. She most recently served as a Venture Associate at Collide Capital, where she sourced early-stage companies, conducted market and technical diligence, built investment theses, and authored deal memos spanning vertical AI applications and enterprise SaaS.

Haley began her career in finance at Goldman Sachs in NYC in Equity Structured Products before joining EY as a management consultant supporting digital transformation initiatives in wealth and asset management. She earned her MBA from The Wharton School, where she served as Co-President of Wharton FinTech, a William P. Lauder Leadership Fellow, Follies Producer, and Content Co-Chair for the 51st Annual Whitney M. Young Jr. Conference.
